Abstract

Background. The performance of institutional functions by the higher education system is an important task for the effective operation of this system in the context of its digital transformation, in which digital inequality inevitably arises. The purpose of the study is to analyze the indicators of the implementation of the institutional functions of the higher education system in the context of digital transformation of education and digital inequality of higher education institutions. Materials and methods. A three-level model of digital inequality was chosen as the research methodology to determine the criteria of typology by levels of digital inequality. The analysis of statistical data on the material security of digitalization of educational institutions of higher education, on computer literacy of the main users in the educational process is carried out. Results. In the aspect of the threelevel model of digital inequality, the typology of the regions of the Russian Federation and educational institutions of higher education in three main areas is determined. The factors influencing the performance of institutional functions of higher education in the context of digital transformation of education and digital inequality are identified. Conclusions. Digital  inequality is presented as a kind of socio-territorial inequality. It is determined that its development affects the performance of the institutional functions of higher education, including complements with a slightly different content such functions as the transmission of new knowledge, the formation of a graduate's personality, to which is added the function of monitoring the results of knowledge transfer, personality education, as well as the function of recruiting applicants for new specialties.
